EIB is a pioneer in the implementation of a coherent, uniform insurance policy in local government units, which are characterized by the multiplicity of organizational units. The purpose of these solutions is to comprehensively regulate insurance issues related to the entire sphere of property interests of a public entity. This allows for a sense of security and proper care for public property. Analyzing identified risk, we take into account both probability of its occurrence and consequences, not only in financial terms but also, for example, loss of reputation. In the risk analysis process we also use damage experiences of other local government entities.
The principle of rationality of spending public funds makes the audits carried out by EIB an important aspect of insurance policy, allowing to control planned expenditures in terms of their expediency and rationality. We indicate main objectives of an insurance program, i.e. providing full compensation in the event of destruction or damage to property and protecting the public entity against claims by third parties who, as a result of its act or omission, suffer a damage (the sphere of civil liability).
Undoubtedly, the challenge for the insurance products is protecting activities of a public entity by imperious forms of administration actions (the sphere of empire) and securing accountability of public officials. We actively participate in constructing insurance offers for this threat area.
At the same time, we are aware of the importance of insurance education for the entities we serve. We want our Clients to have the necessary insurance knowledge and to participate consciously in both the insurance concluding and claim settlement processes. For this purpose, starting from 2016, we have organized a series of conferences dedicated to representatives of local government units called: "Challenges for local government budgets - managing in a difficult situation". We are pleased that diverse topics of the meetings attract interest of representatives of Polish local governments, and information obtained in this way becomes useful in everyday work.
